How do you encourage your friendly dog not to run off with strangers or jump on them?

I have a young terrier west of the mountain that takes 17 months of very friendly and not afraid of anyone or other animals. It's fantastic feature of the SA, however, about how a train would not just run away. We would like to teach this because he has broken some of his harness as he is in the mail all the time so it 's more for the security and peace of mind. He 's been at the school of obedience of the dog earlier this year, but it wasn' t a good student – he always preferred to play with other dogs or people something to care for the lessons that were taught. We even have trouble training him to stop jumping on people. We 've tried all the techniques to ignore him when he tries to jump on people (eg by turning our back) but can not produce any results. He has an ability to concentrate for a flea. LOL.
